Introduction: Bus terminals constitute the most important facilities of transfer and connection within the urban public transportation network of the City of São Paulo. In the 27 municipal bus terminals, 905 thousand passengers board daily and a large part of the fleet rides in them. These terminals generate an annual cost to the City Hall of R$ 215 million and an annual revenue of R$ 8.9 million (4% of the costs).

In this context, the City Hall defined the strategy to concede the administration, maintenance, conservation, commercial operation and requalification of municipal bus terminals to the private sector. The concession aims not only to discharge the Public Administration, but also to ensure a better service to the users of these facilities and new uses to the spot of the Terminal. The requalification works will deliver more operational efficiency and comfort to users. Simultaneously, the commercial operation of the building to be constructed in the spot of the terminals will provide new uses, contributing to the demographic and constructive densification of the region.

The concession of the terminal is a strategy to maximize the benefits associated to the public transportation system, aligned to the concept of “Transport-Oriented Development” (TOD).

Object: Concession for the provision of services of administration, maintenance, conservation, commercial operation and requalification of the bus terminal and its associated enterprises and completion of improving construction works in its coverage perimeter.

How the concessionaire will be remunerated:
- Commercial operation of the terminal
- Construction and operation of the associated enterprise in the spot of the terminal
Main charges:
- Requalification of the terminal
- Services of administration, maintenance, surveillance and cleanliness
- Improvements in the coverage perimeter (forestation, public promenades, bicycle paths)

Inspection: carried out by the Granting Authority, which may use the technical support of third parties.

- Requalification of the terminal
- Full accessibility
- Offering of more services to users
- Demographic and constructive densification of the area
- Better services of administration, maintenance, surveillance and cleanliness
- Development of new uses
- Improvements in the coverage perimeter (forestation, public promenades, bicycle paths)
- Synergy of the project with the concept of Transport-Oriented Development

- Alignment between the objectives and interests of the Public Authority and private initiative
- Domain of market expertise and techniques by private initiative
- Discharge of the Public Authority
- Projection of penalties and incentives aligned with the performance of the concessionaire
- Possibility of generating a grant
