In order to optimize Government administration (focusing in basic and essential services), reduce government participation in certain services or assets and offer better services to the population, the Municipality of Sao Paulo has created the Municipal Privatization and Partnerships Office.
With this purpose, this Office works in privatization and concession projects in order to enable long term partnership projects with the private sector for the management of public equipments and public services divided into: Privatization, Concessions and PPP’s (public-private partnerships), to bring improvements and benefits to the city.
All financial results arising from the privatization plan shall be directed to a Municipal Fund of Social Development, and may only be used by the Public Administration to invest in projects directed to health, education, housing, mobility, social assistance and security.
In this context, the AMCHAM (American Chamber of Commerce) and the Municipality of São Paulo have developed a practical guide with key information about 10 priority projects within the privatization plan, which are the following:

- Central Municipal market
- City parks
- Pacaembu stadium
- Public real state
- Anhembi Complex (Sp Turis)
- Interlagos Race Track
- Public Lighting Public-Private Partnership
