The Municipal Secretariat of Human Rights and Citizenship (SMDHC in Portuguese) has established itself as an international reference in the promotion and defense of human rights at the local level.

São Paulo is the largest city in the southern hemisphere and the 3rd largest city in the world, positioning it as a global city.

The International Affairs Advisory of the SMDHC aims to promote the international presence of the Municipal Secretariat of Human Rights and Citizenship in order to strengthen policies for the protection and defense of human rights through three areas of action:

(1) strengthening of international cooperation and exchange of experiences with other relevant international actors;
(2) promotion of international recognition of human rights public policies formulated and implemented by SMDHC;
(3) incorporation of international human rights standards and trends into SMDHC policies.
