Municipality announces winner of the bidding for the Nova Luz urban project

The Consortium Concremat / City / AECOM / FGV, formed by companies Concremat Engineering, Company City, AECOM Technology Corporation and Fundacao Getulio Vargas, won the bidding for the preparation of urban project of the Nova Luz, an old historical central area to be revitalized in São Paulo city. The publication of the outcome of the bidding takes place on Wednesday (12 / 5) in the Official Gazette of the Municipality. Mayor Gilberto Kassab and the Municipal Secretary of Urban Development, Miguel Bucalem, will have the first meeting with the winning consortium on Friday (14 / 5), 9.30, in the City Hall of São Paulo.

The bidding to select the consortiumto elaborate the urban project the Nova Luz area showed a special fact: instead of analyzing a concrete proposal, the Commission Bidding evaluated the technical capacity of bidders, faced with the characteristics of the project to be executed. Were scored, for example, the experience of the company demanding action on the same scale, the practice in the preparation of environmental impact studies and the curriculum team. Among the projects made by the winning consortium are the Lower Lea Valley redevelopment plan intended to welcome the London Olympics in 2012, and the revitalization of central Manchester, England.

The process of intervention by the New Light consists of three stages: approval by the Town Hall, the Nova Luz intervention process, the law authorizing the urban concession, which occurred in May 2009, development of urban design by the architecture firm that will be done by the winning consortium; and choice, also through competition, of the company that will selection the project.

After completion of the bidding, the contract will be signed and initiated the drafting of the intervention project, which should detail the urban transformation of the Nova Luz, including housing solution for the low income population living in the region, expansion of public green areas, the project's economic viability and environmental impact of the intervention. During the project design, the authors have to listen to people and explain the proposals to public consultation. The final decision of all actions in the Nova Luz revitalization process will always be taken by the City Hall.

Of the nine interested consortia initially, only these two reached the final stage of bidding. In second place was the Nova Luz Consortium, formed by the companies Logos Engenharia SA, RTKL Associates, Inc., Piratininga Associates Architects Inc. and Arcadis Tetraplan SA
