This project pursues to rethink the structures of urban cleaning services and solid waste management, according to National Policy on Solid Waste and the Integrated Solid Waste Management Plan, in order to get the development of service provisions, and economies of both scale and scope.

In February, a public calling for private studies was published, pursuing to invite private agents to participate in the construction of a future concession, with the service integration that is currently divided into divisible and indivisible services. Among the guidelines of the procedure there is the reduction of waste shipments to sanitary landfills, the universalization of selective collection, the increase in recycling and composting, the increase in efficiency in urban cleaning, the proposition of effective forms of public participation in the inspection of services, and the technological improvements that could be implemented in São Paulo.
